This toolkit was developed for food system groups that work (or aspire to work) on policy issues. It can be used to evaluate performance or learn more about the process of working on food policy using a stakeholder model. For groups that have not worked on policy issues but want to gain a better understanding of the process, it can also be used as a guide for discussions.
